01.New Hampshire has the most retiree-friendly tax structure in the country.

No state tax on wages (until 2025 there was a 3% Interest & Dividends tax — now repealed), no state sales tax, no state estate or inheritance tax, and relatively favorable property-tax abatements for low-income seniors. For retirees relocating from Massachusetts, New York, or Connecticut, the tax delta is substantial.

02.New Hampshire Medicaid (Choices for Independence + nursing facility) applies the full federal 5-year look-back.

The Bureau of Elderly and Adult Services (BEAS) within the NH Department of Health and Human Services administers Medicaid LTC. Choices for Independence (CFI) is the HCBS waiver; institutional Medicaid covers nursing-home care. Both apply the standard federal look-back and asset limits.

03.Federal FMLA is the only caregiver protection — no state paid family leave.

New Hampshire offers a voluntary state paid family medical leave program (Granite State Paid Family Leave, enacted 2021), but it's optional rather than mandatory and coverage is limited. Most working caregivers rely on federal FMLA's unpaid leave and whatever their employer voluntarily offers.
