01.Minnesota still has its own estate tax — at a ~$3M threshold.

Minnesota is one of only twelve states (plus DC) with a separate state estate tax. The Minnesota exemption sits at approximately $3 million per individual in 2026 — much lower than the federal ~$13.99M. Estates above the MN threshold pay a graduated state rate up to 16%. Families above $3M in net worth need active planning that addresses both state and federal exposure.

02.Medical Assistance is the program — and it has a strong HCBS posture.

Minnesota calls its Medicaid program Medical Assistance (MA). MA-LTC pays for nursing-home care, and a set of MA waivers (Elderly Waiver, CADI, BI, CAC) pays for home and community-based services. Minnesota is consistently rated among the better US states for HCBS access — but eligibility still runs through the standard federal 5-year look-back.

03.Paid family and medical leave starts January 1, 2026.

Minnesota's new Paid Family and Medical Leave (PFML) program takes effect January 1, 2026 — funded through payroll contributions and providing up to 12 weeks of partial wage replacement for caregiving or serious health conditions. This is one of the more significant policy changes for working caregivers in any state this decade. Most Minnesota workers are now covered.
