01.ALTCS is Arizona's distinctive Medicaid LTC model — capitated managed care.

Arizona doesn't have traditional fee-for-service Medicaid LTC. ALTCS — the Arizona Long-Term Care System — is a capitated managed-care model that's been in place since 1989, predating most other states' moves by decades. To qualify, your parent passes the PAS for nursing-home level of care and enrolls in one of three MCOs: Mercy Care, Banner-University Family Care, or UnitedHealthcare Community Plan.

03.Arizona homestead raised to $400,000 — and small-estate thresholds jumped in 2025.

Proposition 209 (2022) raised AZ's homestead exemption from $150,000 to $400,000. HB 2116 (June 30, 2025) raised the small-estate affidavit threshold to $200,000 personal property / $300,000 real property. Combined, these changes make estate planning much more permissive for middle-class AZ families.
