01.Rhode Island has a state estate tax — and the threshold is low.

RI's estate-tax exemption is approximately $1.7 million, well below the federal exemption. Estates above that threshold pay a graduated state tax separate from any federal estate tax. Many Rhode Island families with a home in Providence, East Greenwich, or Newport, plus retirement savings, are exposed even when no federal estate tax applies.

02.Temporary Caregiver Insurance (TCI) — Rhode Island's hidden caregiver benefit.

RI's Temporary Disability Insurance program added a Temporary Caregiver Insurance (TCI) benefit in 2014. It provides up to four weeks of partial wage replacement to bond with a new child or care for a seriously ill family member. Funded by employee payroll contributions; most Rhode Island workers are eligible. One of the older state caregiver-leave programs in the country.

03.RI Medicaid (Rhody Health Partners) coordinates LTC tightly.

Rhode Island's Medicaid program is administered through Executive Office of Health and Human Services (EOHHS) and uses managed-care plans (Neighborhood Health Plan of RI, UnitedHealthcare) for many enrollees. The state's Long-Term Services and Supports framework includes Medicaid-funded in-home care, assisted living, and nursing-facility care — coordinated through the Office of Healthy Aging.
